The Board of Directors is
comprised of 45 individuals representing EMS Agencies,
Health Care Facilities, providers and consumers. The
Board of Directors meets on the 3rd Wednesday
of January, March, May, September and November. The
meetings begin at 1:30pm and are held at the Allegheny
County Medical Society Building on the Northside.

Past Meeting Minutes
ANNUAL MEETING (Mary
Ann Scott, Committee Chairperson)
The Annual Meeting Committee
is responsible for planning the Annual Meeting of the
Corporation and to raise funds for meetings, training
seminars and other projects that the Council determines.
The Committee meets 1 or 2 times in the months proceeding
the Annual Meeting. The Annual Meeting is the 2nd
Thursday of June. In 2006 the meeting will be held on June
8th at the Riverwatch (Smallman Street - Strip
District). The Annual Meeting begins at 6:00pm
BYLAWS (Robert
McCaughan, Committee Chairperson)
The Bylaws Committee is charged with the responsibility of
establishing and reviewing the bylaws of the corporation.
Additionally, the committee reviews the actions of the
council and makes recommendations to the Executive Committee
if a breech of the Bylaws should occur.
COMMUNICATIONS (John
Rowntree, Committee Chair)
The Communications Committee deals with issues related to
communications: The establishment of a county-wide EMS
numbering system; UHF Dispatch and Medical Channel usage;
the future technologies that involve EMS – the 800 megahertz
system, etc….
DISASTER PLANNING (Philip
Vargo, Committee Chairperson)
This committee is charged with the task of reviewing and
updating the county's EMS disaster plans, developing plans
to cover new situations including terrorism, advising the
EMS Manager with respect to the Disaster Operations Group
and carrying out other actives related to the conduct of
training exercises.
ETHICS (Robert
McCaughan, Committee Chairperson)
The Ethics Committee has been established to review
situations that involve a breech of ethical standards
related to members of the EMS Council and EMS Providers
within Allegheny County when a complaint is filed.
FIELD RESPONSE AND
TRANSPORTATION (Curtis
Neill, Committee Chairperson)
The Field Response and
Transportation Committee is responsible for the development
of a fair and equitable manner to distribute the Emergency
Medical Services Operating Fund (EMSOF) Provider Equipment
allocations for Allegheny County. Additionally, this
committee reviews municipal response areas; the county's ALS
plan; and works with other committees related to training,
disaster response and staffing.
LEGISLATIVE (John
R. Henry, Chairperson)
This
committee monitors the state and federal legislative process
for any issues that would effect the EMS Community.
MEDICAL DIRECTION (Richard
Heath, MD, Committee Chairperson)
This committee is the one
forum where physicians from all of the hospitals, medical
command facilities and EMS Agencies can meet and discuss
issues that cross all geo-political boundaries. Recent
successes of the Medical Direction Committee include a
county-wide Do Not Transport Policy and Form; the
establishment of Guidelines for Allegheny County related to
Dispatching of EMS, the approval of a minimum list of skill
evaluations for ALS Providers and more.
Committee membership is
restricted to those physicians, who represent hospitals,
Medical Command entities and EMS Agencies.
PARAMEDIC COORDINATORS

The
Paramedic Coordinators Committee was initially established
to provide a non-partisan forum for all of the medical
command facilities to discuss issues that were relevant to
the clinical aspects of providing advanced life support.
Overtime, this committee has become an active force in the
establishment of county-wide initiatives and programs, while
continuing the their initial charge.
Committee membership is
restricted to those individuals that represent hospitals and
Medical Command entities
PUBLIC INFORMATION AND EDUCATION
(Christopher Dell,
Committee Chairperson)
This committee is charged with the responsibility of
educating the public and the EMS providers related to the
issues of prehospital care. Today’s program has been
arranged by this committee. Other successes include “Meals
on EMS Wheels”; dissemination of information related to EMS
Week and EMS’s involvement in the Toys for Tots campaign to
name a few.
TRAINING COMMITTEE
The training committee is a forum for training institutes,
instructors, providers, agencies and others to discuss new
trends in prehospital care; develop county-wide programs and
training initiatives; and to evaluate programs and equipment
that directly effect the practice of prehospital care.
